Resilience of Filipinos on Disaster



Disaster resilience is the ability of individuals, communities, organisations and states to adapt to and recover from hazards, shocks or stresses without compromising long-term prospects for development. According to the Hyogo Framework for Action (UNISDR, 2005), disaster resilience is determined by the degree to which individuals, communities and public and private organisations are capable of organising themselves to learn from past disasters and reduce their risks to future ones, at international, regional, national and local levels.
“The world recognizes the resilience of the Filipino spirit. Even after experiencing the worst disaster, we find reason to smile and laugh, we help others even if we are victims too, and we immediately go about our business. Resilience has been a remarkable strength of our citizens, but at the end of the day, the greater challenge after a typhoon or earthquake is always how to rebuild our communities?”
It is estimated that each year an average of 20 typhoons make landfall in the Philippines. The strongest of these storms create significant damage and can cause many fatalities. In 2013, Super Typhoon Yolanda (also known as Typhoon Haiyan elsewhere), which was one of the strongest storms ever recorded at landfall, claimed approximately 6 000 lives and damaged a million homes in nine regions.
In view of the latent typhoon and other natural disaster risks, the Philippine government had already started to change its strategic approach a couple of years earlier in the wake of the 2009 typhoon season, which had caused losses of USD 4.4 billion (equivalent to 2.7% of GDP). It introduced new legislation marking a move from disaster response to disaster risk reduction and preparedness, and started to implement a three-tiered Disaster Risk Financing and Insurance strategy.
The three tiers refer to the national, sub national and household level. At the national level, the government negotiated a contingent credit line with the World Bank to provide immediate liquidity in the aftermath of a natural disaster. In 2017, protection was added at the sub national level for the most exposed provinces. Supported by the World Bank, Swiss Re and other partners, the government bought a parametric earthquake and typhoon cover offering up to USD 200 million of protection to 25 provinces along the eastern edge of the Philippine archipelago. The risk has been fully ceded to local and national re/insurers, including Swiss Re, who will quickly provide provincial governments with liquidity in the event of a disaster.

REFLECTION: FIRST GRADING LESSONS

In our first grading period of ICT, I've learned about a lot of things like about the internet. The history and components of it, the web server and web browser, those search engines, and of course blogging. And it's my first time to experience blogging. I learned how to write articles properly and to make my own blog. This is a very fun experience.

But, of course there are still those times that I encountered problems. It's unavoidable. Like, sometimes I worry about the effectiveness of my posts to the audience. Of course we are all worried about it, admit it or not. And also, I'm not that good in writing articles. 

I addressed these challenges through the help of our teacher, Mrs. Vera Cruz.  She taught us and guided us on how to write articles properly and how to manage our own blogs. And also to my seatmates and classmates who taught me and guided me on those things. 

I will try to enhance my writing skills and maybe still continue blogging because for me, this is a fun thing to do. And thank you to our ICT teacher and subject, I encountered this, blogging. I've learned a lot. And hopefully, I can still post articles and apply all the things I've learned into it. 

FILIPINO: WIKA NG SALIKSIK

Agosto, ang buwan ng pagdiriwang ng Wikang Pambansa. Ito ay taunang ginagawa upang bibigyang pugay at halaga ang pagkakaroon ng iisang wikang nagbubuklod sa lahat ng mga Pilipino hindi lamang dito sa bansa ngunit maging saanmang sulok ng mundo. Bagama’t malakas ang hatak ng pagbabago sanhi ng napakabilis na modernisasyon, ang paggamit ng sariling wika ay lalong binigyang diin nang mapagtibay ang pagkakakilanlan ng ating lahi.

"Pinagtibay ng Kalupunan ng mga Komisyoner ng KWF ang Kapasiyahan Blg. 18-24 na nagpapahayag na ang tema ng Buwan ng Wika para sa taong 2018 ay "Filipino: Wika ng Saliksik."

"Ang tema ay kumikilala sa wikang Filipino bilang midyum sa paglikha sa pagpapalaganap ng pambansang karunungan at kaunlaran. Sa pamamagitan ng tema, layon ng KWF na palaganapin ang wikang Filipino sa iba't ibang larang ng karunungan, lalo na sa agham at matematika."

Ang mga layunin sa pagdiriwang ng “Buwan ng Wika” ngayong taon:
·Ang Ganap na Pagpapatupad ng Pampanguluhang Proklamasyon Bilang 1041 S. 1997. Ipinatupad ito ng dating Presidenteng si Fidel V. Ramos na nagpapahayag ng taunang pagdiriwang tuwing Agosto 1-31 bilang Buwan ng Wikang Pambansa.
·Upang hikayatin ang lahat ng ahensiya ng gobyerno at pribadong sector na maging bahagi ng mga programa na nagdaragdag ng kamalayan sa lipunan at sa sariling wika.
·Ipakita ang kahalagahan ng pambansang wika sa pamamagitan ng aktibong partisipasyon sa lahat ng mga aktibidad na may kaugnayan sa “Buwan ng Wika”


Hindi lingid sa ating kaalaman, ang dagliang pagbabago ng napakaraming bagay sa mundo, kaya napakalaking hamon ang pagsasagawa ng pananaliksik at ito ay isinusulong upang magkaroon ng matibay na basehan sa pagsagawa ng mga bagay-bagay, pagpapatupad ng layunin at paghusga ng isang pangyayari.


Ang paggamit ng sariling wika bilang mga Pilipino ay higit na nakabubuti sa pagpapaunlad ng ating kaalaman sa pamamagitan ng pananaliksik. Ang paghahatid ng detalye at kaisipang bunga nito ay magiging kapaki-pakinabang kapag ito ay nailahad sa wikang Filipino.

SONA 2018

The State of the Nation Address (SONA) is an annual address by the President of the Philippines to a joint session of the Congress of the Philippines. The SONA, which is often broadcast, serves as a means to inform the nation about its present economic, political, and social condition. It is also a vehicle for the President to summarize the accomplishments and plans of his/her program of government both for a particular year and until the end of their term of office. 

On Monday, July 23, 2018, President Rodrigo Roa Duterte delivered his third speech at the Plenary Session Hall of the Batasang Pambansa Complex in Batasan Hills, Quezon City, Metro Manila. In his speech, he mention about the drug war, land use act, disaster management, and many more. About the war on drugs, President Duterte's banner program gets first mention. He says it will be "relentless" and "as chilling as the day it began." Slams human rights groups for criticizing the anti-drug campaign. And about the land use act, he calls on Congress to pass a law creating a national land use policy, legislation that has been pending for two decades. And also about the Disaster Management, he calls on Congress to pass a law creating disaster management department with more powers and resources than existing disaster response agencies. 

There are many points he had talked about like about the war on drugs, land use act and disaster management. I hope that this promises and campaigns will be implemented to have our country progress. And in his speech he didn't say any malicious or bad words. And some are shock because of it. But still, he delivered a good speech. Congratulations, Mr. President!
